With the majority of psychological theories in China originating from Western psychoanalytic branches, domestic counseling psychologists often adhere to Western ethical guidelines. While many ethical principles in counseling relationships, assessment procedures, research publication, and professional practice align with the counseling industry, the process of localization introduces various challenges influenced by Chinese culture, laws, and national conditions. These factors deviate from Western consultation ethical guidelines, such as the American Counseling Association (ACA) Code of Ethics. This article examines the conflicts and dilemmas faced by counseling psychologists when implementing Western ethics in diverse national, cultural, and legal contexts. It also sheds light on the emerging challenges that local counselors encounter amidst multicultural inḀuences and the widespread adoption of remote counseling during the pandemic.
