This study investigated the influence of school climate and moral disengagement on bystander
behavior of 212 secondary vocational students. The results found a negative relationship between school
climate and pro-bully behavior; a positive relationship between moral disengagement and outsider
behavior; moral disengagement plays a partial mediating role between campus atmosphere and bullying
promotion behavior. On this basis, On this basis, this paper puts forward suggestions for school
management and teachers to create a school climate, as well as strategies to improve students’ moral level
from moral cognition, moral emotion and moral education environment.
