1027 college students were investigated to develop the Forgiveness questionnaire, basing on the previous literature review and open questionnaire survey. A series of analysis were carried out following a standardized process of developing questionnaire, including item analysis, reliability analysis, validity analysis, exploratory factor analysis and confirmatory factor analysis. The results show that the reliability and validity of the questionnaire are good enough to meet the psychometric standards, that the 17-item questionnaire consists of three factors, whose cumulative variance contribution rate is 48.5%,and that the three-factor model has the best fit index compared with other competitive models.
