• 摘要： 住宿业是最早对外开放的行业之一，而上海更是走在了国内前列。早在1979年1月，邓小平提出要成立若干个旅游公司。同月，上海成立利用侨资、外资建造旅游旅馆领导小组。为深入了解上海住宿业政策演变趋势及特点，本研究将聚焦1978—2021年上海市住宿业政策制定过程，选取1978年至2021年上海市人民政府发布于官方网站上的相关住宿业政策文本资料为研究对象，以文本分析法为研究方法，从内容、趋势等方面分析政策演化特点。研究主要得出：上海的住宿业政策遵循了“规范性文件”“地方政府”“产业+城市”的演进规律。并且，上海的住宿业政策主要是由中华人民共和国文化和旅游部、国务院颁布的相关法规。上海住宿政策的未来发展方向主要有，加快立法、明确政策路径、拓展政策边界、体制改革等。
• The accommodation industry is one of the first industries to open up to the outside world, and Shanghai is at the forefront of China. As early as January 1979, Deng Xiaoping proposed the establishment of several travel companies. In the same month, Shanghai established a leading group for the construction of tourist hotels using overseas Chinese and foreign capital. In order to better understand the policy evolution trend and characteristics of Shanghai’s accommodation industry, this study will focus on the policy formulation process of Shanghai’s accommodation industry from 1978 to 2021, select the relevant accommodation industry policy texts published on the oḀcial website of the Shanghai Municipal People’s Government from 1978 to 2021 as the research object, and analyze the characteristics of policy evolution from the aspects of content and trend by textual analysis as the research method. ἀe main conclusion of the study is that Shanghai’s accommodation industry policy follows the evolution law of “normative documents”, “local government” and “industry + city”. Moreover, Shanghai’s accommodation industry policy is mainly promulgated by the Ministry of Culture and Tourism of the People’s Republic of China and the State Council. The future development direction of Shanghai’s accommodation policy mainly includes accelerating legislation, clarifying policy paths, expanding policy boundaries, and institutional reform.
