COVID-19 has had a profound impact on China's economy and society, and it is also a major test of public crisis management ability. Under the leadership of the Party and the government, the whole society has participated in the battle against the epidemic. During this process, effective cross-sectoral cooperation has been achieved among government departments, government and Non-Governmental organizations, government and enterprises, and non-governmental organizations and enterprises, and a major victory has been achieved in epidemic prevention and control. Taking the construction and operation of the shelter hospital as a case, this paper discusses the formation of this special cooperation and the key to its success from the perspective of the theory of collaborative governance. AD hoc cooperation is a product of specific circumstances. Whether it can achieve the desired results depends on leadership, collaborative governance systems and the ability to act together.
