• Abstract: 新冠肺炎对中国经济社会产生了深远的影响，也是对中国公共危机治理能力的一次大考。在党和政府的领导下，全社会参与了这次疫情防控的战役，在此过程中政府部门之间、政府与非政府组织、政府与企业、非政府组织与企业等组织之间实现了有效的跨部门合作，取得了疫情防控的重大胜利。本文以武汉方舱医院建设和运行为个案，运用协同治理理论为视角，探讨了这种特殊合作何以形成，以及成功的关键所在。特别合作是特定情景下的产物，它能否获得预期效果取决于领导力、协同治理制度以及联合行动的能力。
• COVID-19 has had a profound impact on China's economy and society, and it is also a major test of public crisis management ability. Under the leadership of the Party and the government, the whole society has participated in the battle against the epidemic. During this process, effective cross-sectoral cooperation has been achieved among government departments, government and Non-Governmental organizations, government and enterprises, and non-governmental organizations and enterprises, and a major victory has been achieved in epidemic prevention and control. Taking the construction and operation of the shelter hospital as a case, this paper discusses the formation of this special cooperation and the key to its success from the perspective of the theory of collaborative governance. AD hoc cooperation is a product of specific circumstances. Whether it can achieve the desired results depends on leadership, collaborative governance systems and the ability to act together.
