Proposition 227 was an educational proposition focused on anti-bilingual education in public school in America. It required that all the public school should teach in English, and forbid the minority languages used in the classroom teaching. The success of Proposition 227 gave rise to the teaching language reformation not only in California, but also in the whole America. Historically, the Proposition 227 passed through the three stages about the incubation, the formation and the legislation, and represented the neo-Conservatism cultural policy, which was to achieve social common sense by purifying language, since the 1980s.
