Ensuring rural children’s right-to-play is a key measure to enhance the quality of Kindergarten education. At present, the protection of children’s rights to play in rural areas of Western Hunan is facing dilemmas derived from policy, action and teacher quality. To address these issues, it is necessary to improve the right-to-play protection management system, ensure the organic integration of the elements involved in play, and promote the kindergarten teachers’ play guidance ability.
