Building internationally-oriented and borderland-located universities (IOBLU) is a significant attempt and necessary means to build a community with a shared future for mankind that is cooperative, open, mutually beneficial and win-win. For a long time, the construction of IOBLU has made remarkable achievements, but there are still many practical problems. This article takes IOBLU as the theme, analyzing the latest trends in related research methods and content according to the literature's developing context and logic, and summarizes the concept, exploration, and goal of IOBLU to provide theoretical support for the practice. This article believes that we must adhere to the basic principles of opening-up education, focusing on the belt and road initiative to promote international exchange and cooperation in education to build IOBLU. We should take practical measures to realize the strategic objective of constructing a cooperative, open, mutually beneficial and win-win community with a shared future for mankind.
