This paper focuses on the English translation of rule-of-law terms on the Comprehensive Advancement
of Law-based Governance chapter in the 20th CPC National Congress report. Based on the theory of functional
equivalence it adopts a combination of quantitative and qualitative methods from the perspectives of literal translation, free translation, and adaptive translation. This paper summarizes and compares the English translation of
rule-of-law terms with Chinese characteristics in the report. Meanwhile, with the comprehensive advancement
of law-based governance as the starting point, it also explores the challenges faced by the English translation of
rule-of law terms and the path of talent cultivation. The research finds that to improve the international communication quality of socialist rule of law with Chinese characteristics, it is necessary to have a clear understanding
about the connotation of rule-of-law terms with Chinese characteristic. More essentially, we need to adopt appropriate translation strategies, make reasonable use of artificial intelligence in the field of English translation, and
pay attention to the cultivation of university students.
