Abstract: 目前，我国楼盘住宅社区在建设和管理过程中出现的各种矛盾越来越突出、日渐复杂。创建健康和谐、功能完善、资源聚全和服务保障到位的新型基层社区已成为加强社会管理工作的重要组成部分。以分析社区建设和管理过程的现实问题为切入点，研究优化社区管理的理念思路、制度设计和政策措施，是创新我国社会综合管理问题的重要途径。
At present, all kinds of contradictions in the process of construction and management of real estate residential community are more and more prominent and complex. It has become an important part of social management to build a new type of grass-roots community which is healthy, harmonious, functional, resource focused and service guaranteed. It is an important way to innovate the comprehensive social management in our country to study and optimize the idea, system design and policy measures of community management by analyzing the practical problems in the process of community construction and management.
