• Abstract: 研究认为，乡村振兴战略是党中央新时代“三农”工作的新战略、新部署、新要求，乡村振兴战略的核心是“战略”、关键是“振兴”、靶向是“乡村”；把握其科学内涵，需准确掌握乡村振兴战略的本质、总体要求、主要目标和主要内容。实施乡村振兴战略，需坚持顶层设计，科学制定乡村振兴规划；需强化制度供给，统筹推进乡村“五位一体”建设；需推进农业供给侧结构性改革，加快实现农业农村现代化；需坚持人民主体地位，紧紧依靠和为了广大农民；需抓住“人”“地”“钱”关键要素，推动战略行稳致远。
• The study holds that the rural revitalization strategy is the new strategy, new deployment and new requirements of the CPC Central Committee’s “agriculture, rural areas and farmers” work in the new era. The core of the rural revitalization strategy is “strategy”, the key is “revitalization”, and the target is “village”. To grasp its scientific connotation, we need to accurately grasp the essence, overall requirements, main objectives and main contents of the rural revitalization strategy. To implement the rural revitalization strategy, we need to adhere to top-level design and formulate rural revitalization plans in a scientific way. It is necessary to strengthen institutional supply and promote the “five-in-one” construction in rural areas. We need to advance supply-side structural reform in agriculture and accelerate the modernization of agriculture and rural areas. We should adhere to the principal position of the people, closely rely on and for the vast number of farmers; We need to grasp the key elements of “people”, “land” and “money” to promote the steady and long-term development of the strategy.
