日本核安全监管制度对我国核安全监管建设的启示

• Abstract: 当前我国正从核电大国向核电强国迈进，核能在我国能源消费中的比重逐年增加，且在各个行业不断普及。对核能进行有效监管可以确保核能事业发展的安全、健康与可持续。本文梳理日本核安全监管的相关制度与政策，发现日本核安全监管制度在经历福岛核事故前后有明显变化。作为对比，分析了我国的核安全监管体制现状与面临的挑战，试图从政策顶层设计、监管标准、人才协同培养以及公众沟通等方面对我国核安全监管提出一些建设性方案。
• At present our country is moving from the nuclear power to the powerful nuclear power, the nuclear energy in our country the proportion of energy consumption has increased year by year, nuclear energy has been getting popular in various industries. Effective regulation of nuclear energy can ensure the safe, healthy and sustainable development of nuclear energy. This paper reviews the relevant systems and policies of Japan’s nuclear safety supervision, and finds that Japan’s nuclear safety supervision system has changed significantly before and after the Fukushima nuclear accident. As a comparative analysis, the current situation and challenges of China’s nuclear safety supervision system are analyzed. This paper tries to put forward some constructive plans for China’s nuclear safety supervision from the aspects of top-level policy design, regulatory standards, collaborative training of talents and public communication.
