After years of practice, the traditional curriculum model has gradually exposed many problems that are out of touch with the needs of the times, and it is difficult to fully meet the diverse and all-round growth needs of students. This study focuses on primary education and explores the development and practice of the “Three Quality and Nine Education” school-based curriculum in response to the shortcomings of traditional curriculum models and the problems of school-based curriculum development. The development follows the principles of student-centered, diverse integration, and practical orientation, adopting the strategy of forming diverse teams, exploring characteristic resources, and building a spiral advanced architecture. Practice relies on the main battlefield of classroom teaching to integrate themes, use case teaching, expand campus clubs and cultural festival activities, and collaborate with family, school, and community education.
