全过程人民民主视角下高校民主治理的法治进路——基于上海市某高校的实践探索

• 摘要： 全过程人民民主是中国特有的民主形式，其提出的基础是总结中国特色社会主义民主政治建设的规律，是彰显“人民性”与“全过程性”的中国特色社会主义民主形式。这一理论可以有力地推动青年主体参与高校民主治理，引导青年在全过程人民民主中发挥更大作用。然而，当前高校管理过程中，在民主选举、民主协商、民主决策、民主管理、民主监督等关键环节存在多种问题，诸如实施深度和覆盖广度不足、相关机制体制不够健全、高校学生民主法治意识薄弱，数据信息化手段运用不足等。未来推动高校构建青年主体参与机制，引导青年在全过程人民民主中发挥更大作用，应当始终围绕“党的领导、协同共治、制度建设、文化培育、科技赋能”，充分发挥高校党建、团建的引领作用，建立健全青年学生参与学校治理的实践机制，促使学生主动参与学校民主治理，充分引导青年发挥作用。
• People’s democracy in the whole process is a unique form of democracy in China. Its basis is to summarise the laws of democratic political construction of socialism with Chinese characteristics, and it is a socialist democracy with Chinese characteristics that highlights the “people’s nature” and “the whole process”. This theory can vigourously promote the participation of young people in the democratic governance of colleges and universities, and guide young people to play a greater role in the whole process of people’s democracy. However, in the current management process of colleges and universities, there are many problems in the key links such as democratic election, democratic consultation, democratic decision-making, democratic management and democratic supervision, such as insufficient implementation depth and coverage, insufficient sound relevant mechanism system, weak awareness of democratic rule of law among college students, and insufficient use of data informatization means. In the future, we will promote colleges and universities to build a youth main participation mechanism and guide young people to play a greater role in the whole process of people’s democracy. We should always focus on “Party leadership, collaborative governance, institutional construction, cultural cultivation, and scientific and technological empowerment”, give full play to the role of party building and team building in colleges and universities, and establish and improve the participation of young students in school governance. The practice mechanism promotes students to take the initiative to participate in the democratic governance of schools, and fully guides young people to play a role.
