Government apps, a key service channel, enable anytime, anywhere access, boosting service efficiency and satisfaction. The government APP of Fujian Province ranks high nationally, yet residents report issues like delayed response, incomplete features, and unclear operation. To investigate the current development status of Fujian Provincial government affairs APPs and promote their further improvement and development, this study was supported by the holistic governance theory and the new public service theory. Using research methods such as literature survey, interview, and comparative analysis, it defined the concepts of public service and government affairs APPs, and discussed and analyzed the current development status of Fujian Provincial government affairs APPs. It is pointed out that Fujian’s government app development faces issues like overabundance, poor online services, limited promotion, and security risks. Key reasons include limited planning abilities, low internet service levels, a lack of new media operation expertise, and lagging information security measures. Drawing on successful cases from Guangdong’s “Yueshengshi” and Beijing’s Chengguantong, this study explores implications for Fujian’s APP development. Proposed countermeasures include improved planning, enhancing service professionalism, introducing new media strategies, and bolstering information security.
