There is currently no national legislation on electric bicycle helmet issues, but the wearing of helmets on electric bicycles is already a common provision in local legislation, and some recent local legislation has highlights such as protection for minors, regulation of the express and delivery industry, corporate responsibility, and transition for non-standard electric bicycles. The overall legislative trend in local legislation on wearing helmets on electric bicycles is to require riders to wear safety helmets while riding electric bicycles, which actually indicates that the restriction of constitutional property rights on means of transportation has expanded from motor vehicles to non-motorized vehicles. After analyzing, it is found that such mandatory provisions are legitimate, aiming to optimize the governance of electric bicycles, protect the physical and property safety of electric bicycle riders, and maintain public interests. However, the realization of good law and governance still requires more efforts, including the improvement of national legislation. This article takes the wearing of helmets on electric bicycles in local legislation as a starting point and provides some analysis and reflection on the wearing of helmets on electric bicycles.
