The participation of victims in criminal justice has increasinglybecome a global trend and consensus. Throughout history, this form ofparticipation has evolved from private relief and revenge to state control andfair trial. In ancient times, victims or their families were directly involved inpunishment and law-making; however, in modern times, people have seenthe state’s dominant position in the field of criminal litigation become moreapparent, the direct participation of the victims was limited. However, with thepassage of time and the deepening of legal awareness, especially after the midlatetwentieth century, Western countries began to re-emphasize the victim’srights and interests in criminal proceedings. In the course of China’s judicialdevelopment, the concept of victim participation has undergone a similarchange.
