基于山东省z市“一网统管”模式的问题与挑战研究

- Abstract: 党的十九大提出建设数字中国以来，数字中国建设的战略思路逐步清晰，同时，随着城市的快速发展，传统的技术手段已远不能实现城市运行态势的高效感知和快速响应。在数字中国化的建设下，z市响应数字治理的相关要求，推行“一网统管”的数字治理模式。通过案例研究发现，在数字治理过程中存在的问题与挑战主要包含人才的缺乏、数字治理体制存在障碍以及统筹发展不平衡，以及我们未来的应对提出了对策。
- Since the 19th National Congress of the Communist Party of Chinaproposed the construction of digital China, the strategic thinking of digitalChina construction has gradually become clear. At the same time, with the rapiddevelopment of cities, traditional technical means have been far from realizingthe efficient perception and rapid response of urban operation situation.Under the construction of digital sinicization, z City responds to the relevantrequirements of digital governance and implements the digital governancemodel of “one network management”. Through the case study, it is found thatthe problems and challenges in the process of digital governance mainly includethe lack of talents, the obstacles in the digital governance system and theimbalance of overall development, and our future responses are proposed.
