After years of legislative improvement and management experienceaccumulation, and under the guidance of the criminal policy of combiningleniency with severity, the crime of hindering the prevention and treatment ofinfectious diseases has been punished with "leniency when necessary, stricenesswhen necessary, and leniency with severity", realizing the maximum legalbenefit of protecting public rights and individual freedom.
