steps and targets for carbon neutrality. Among them, the national carbon
emission trading system is one of the means to achieve the above goals, but
it is not perfect at present, and the intensity of administrative intervention is
large, which does not truly reflect the power and role of the market. In terms of
legislation, there are problems such as the low legal level of the corresponding
legislation, the transaction entities need to be further clarified, and they are not
in line with international standards. For enterprises, they should understand
the government regulatory rules for carbon emissions in advance and make
decisions that meet their own needs according to their own circumstances.
