多源流理论视角下的政策议程设定——基于《医保药品目录》更新的分析

• Abstract: 2019 年开始，我国医保药品目录建立了动态调整机制。此次动态调整机制的建立由“药神事件”这一政策之窗的开启引发，回应了问题溪流中公众对医保药品目录的疑问，体现了政治溪流中党和政府对公共服务和医保问题的关注，吸纳了政策溪流中政策企业家对医保药品问题的建议，实现了我国医保药品目录一年一更新。鉴于此，各主体应建立更加便捷的输入途径，加大输入强度并构建更加友好的政治系统环境，从而使政府及时响应社会发展需求，构建政策议程，推动社会发展与进步。
• China has set up the dynamic adjustment mechanism of National Reimbursement Drug List (NRDL) since 2019. The establishment of this dynamic adjustment mechanism was caused by “The Drug God Event”, which is the policy window of the NRDL adjustment. The adjustment responded to the public’s questions in the problem stream, showed the political stream of government concern about public services and health care, absorbed experts’ advice on the medical insurance drug issue in the policy stream and realized the annual update of NRDL. The government and other subjects should build a more convenient input channel for public suggestions, increase input strength, and establish a more friendly political system to reply to society’s needs in time, construct policy agenda and promote the progress of the country.
