• Abstract: 法治是最好的营商环境，营商环境改革需要在法治的轨道上推进。各地方政府既贯彻实施国务院颁布的《优化营商环境条例》的相关规定，又结合本地实践情况，将营商环境改革经验纳入立法，以法的形式固化了改革成果，为进一步优化营商环境提供法治保障。其中，北京、上海、广州、深圳的立法实践值得分析和研究。
• The rule of law is the best business environment, and the reform of the business environment needs to be promoted on the track of the rule of law. Local governments not only implement the relevant provisions of the “Regulations on Optimizing the Business Environment” promulgated by the State Council, but also incorporate local practices and incorporate business environment reform experience into legislation, solidifying the reform results in the form of law, and further optimizing the business environment Provide legal protection. Among them, the legislative practices of Beijing, Shanghai, Guangzhou, and Shenzhen are worthy of analysis and research.
