新冠肺炎疫情应对背景下慈善组织的问题与启示

• 摘要： 慈善事业是社会保障事业中重要组成部分。2020 年抗击新冠肺炎期间，慈善组织获得了空前的关注度，得到的捐赠是平时的许多倍，体现了在应对突发公共卫生事件中慈善组织的潜力，但同时也暴露出慈善组织在参与应对此类重大突发公共卫生事件时明显缺乏经验的事实。因此，慈善组织要不断加强自身体制机制建设来应对今后可能出现的新的重大突发公共卫生事件，明确公共卫生事件中慈善组织与政府间关系，使各方能充分发挥合力。
• Charity is an important part of social security. During the fight against new corona pneumonia in 2020, charitable organizations received unprecedented attention and received many times more donations than usual, reflecting the potential of charitable organizations in dealing with public health emergencies. However, it also exposed the fact that charitable organizations were obviously lack of experience in dealing with such major public health emergencies. Therefore, charitable organizations should continue to strengthen their own institutional mechanisms to respond to major public health emergencies that may arise in the future, clarify the relationship between charitable organizations and governments in public health emergencies, so that all parties can give full play to their joint efforts.
