协同视域下湖北省农村公共体育服务治理体系构建探索

Exploration of Building a Governance System for Rural Public Sports Services in Hubei Province from a Collaborative Perspective

• Abstract: 采用文献资料、实地考察、逻辑分析等方法，以湖北省农村公共体育服务体系现状为基础，深入剖析农村公共体育服务体系构建的主要内容，进而提出完善湖北省农村公共体育服务协同治理的路径选择。研究认为，农村公共体育服务体系的主要内容包括三大体系九小要素，即运行体系、内容体系、保障体系三大体系和场地设施、组织管理、经费保障、政策法规、信息宣传、技术指导、活动赛事、体质监测、监督评估九小要素。基于此，针对湖北省农村公共体育服务的三大体系结合协同治理理念提出：协同引擎，追求公众价值的有效平衡；协同主体，实现多元主体的整合联动；协同保障，激活全部过程的有效监管。
• Using methods such as literature review, field investigation, and logical analysis, based on the current situation of the rural public sports service system in Hubei Province, this paper deeply analyzes the main content of the construction of the rural public sports service system, and proposes path choices for improving the collaborative governance of rural public sports services in Hubei Province. Research suggests that the main content of the rural public sports service system includes three major systems and nine minor elements, namely the operational system, content system, and guarantee system, as well as the venue facilities, organizational management, funding guarantee, policy and regulations, information promotion, technical guidance, activities and competitions, physical fitness monitoring, and supervision and evaluation. Based on this, a collaborative governance concept is proposed for the three major systems of rural public sports services in Hubei Province: a collaborative engine that pursues effective balance of public value; Collaborative entities, achieving the integration and linkage of multiple entities; Collaborative support and effective supervision of the entire process activation.
