疫情防控常态化背景下高校体育场馆资源对外开放策略研究

• 摘要： 受新冠肺炎疫情的影响，各大高校实行半封闭式管理，体育场馆对外开放工作进程受阻。研究发现，高校体育场馆对外开放有着顺应国家政策号召，提高高校体育场馆开放程度和使用率；弥补社会场地不足，满足新时代人民日益增长的体育需求；扩大公共服务形式，增加高校体育场馆的经济和社会价值的现实意义。在疫情防控常态化背景下，存在着开放意识淡薄与专业人才缺乏、校园安全常在与疫情防控安全显现、学 生体育需求高涨与场地供应不足、开放成本高与后续收益低等问题；进而提出强化校园安全意识，预防安全事故的发生；合理规划场地运营，提高场馆的使用效率；加快智慧场馆建设，用科技助力场馆发展；培养专业体育人才，实现人才高校与社区共享；拓展经费来源渠道，强化开放服务经费保障等针对性措施。
• Affected by the new crown pneumonia epidemic, major colleges and universities have implemented semiclosed management, and the opening of stadiums to the outside world has been hindered. The study found that the opening of college sports venues to the outside world is in line with the call of national policies to improve the openness and utilization rate of university sports venues; make up for the lack of social venues and meet the growing sports needs of the people in the new era; expand the form of public services and increase the economy of university sports venues. and the practical significance of social values. In the context of the normalization of epidemic prevention and control, there are problems such as weak awareness of openness and lack of professional talents, campus security is often present and epidemic prevention and control safety appears, high demand for student sports and insufficient venue supply, high opening costs and low follow-up benefits. It is proposed to strengthen campus safety awareness and prevent the occurrence of safety accidents; rationally plan venue operations to improve the use efficiency of venues; speed up the construction of smart venues and use technology to help venue development; cultivate professional sports talents to achieve talent sharing between universities and communities; expand funding sources, and strengthen targeted measures such as opening up service funding guarantees.
