电信网络诈骗犯罪打击合成作战机制研究——以“四专两合力”之“内部合力”为切入点

• 摘要： 随着互联网技术的迅猛发展，电信网络诈骗犯罪日益猖獗，且手段不断升级、危害日益加剧，已成为当前案件数量增长最快、造成损失最大、人民群众反映最强烈的刑事犯罪之一。电信网络诈骗犯罪打击涉及面广、技术性强且风险性高，高效的合成作战机制是协调公安机关各部门、各警种的关系、发挥各自优势、形成内部打击合力的重要基础。因此，以“四专两合力”中的“内部合力”理念为契机，完善合成作战机制建设，有利于充分协调各部门、各警种的力量，加强情报共享和协同作战，提高打击电信网络诈骗犯罪的效率和效果，始终保持对电信网络诈骗犯罪的高压严打态势。
• With the rapid development of Internet technology, telecommunications network fraud is becomingincreasingly rampant, and the means are constantly upgrading and the harm is increasing. It has become thecriminal crime with the fastest growth in the number of cases, the greatest loss caused, and the strongest responsefrom the people. The crackdown on telecommunications network fraud involves a wide range of areas, strongtechnical capabilities, and high risks. An efficient synthetic combat mechanism is an important foundation forcoordinating the relationships between various departments and police types of the public security organs,leveraging their respective advantages, and forming an internal joint force to combat it. Therefore, takingthe concept of “internal synergy” in the “four specialties and two forces” as an opportunity, improving theconstruction of synthetic combat mechanisms is conducive to fully coordinating the forces of various departmentsand police types, strengthening intelligence sharing and collaborative operations, improving the efficiency andeffectiveness of combating telecommunications network fraud crimes, and always maintaining a high-pressureand strict crackdown on telecommunications network fraud crimes.
