暗网毒品犯罪黑灰产业全链式治理研究 ——基于SWOT的分析

• 摘要： 当前，世界毒情不断演变，毒品犯罪花样百出。毒品交易随着数字化步伐走向暗网空间，并不断延伸了毒品犯罪产业链条，使得违法行为游走在黑灰色地带。暗网毒品犯罪黑灰产业是合法与非法的立体交织，并不断地为犯罪“推波助澜”，亟需打击与治理。因此，在现实背景与文献分析的基础上，将此研究目标置于战略研究的层面进行动态分析与探讨，创新地运用SWOT分析法评估全链式治理的优势、弱势、机会和威胁，并通过有机组合的方式多维提出对于暗网毒品犯罪黑灰产业治理的策略选择，以期实现“发挥和利用优势，克服劣势与弱点，挖掘和捕捉机会，化解和回避威胁”，进一步遏制暗网毒品犯罪黑灰产业的滋蔓，加强对暗网毒品犯罪黑灰产业的科学治理。
• At present, the drug situation in the world is constantly evolving, and drug crime is full of tricks. Withthe pace of digitization, the drug trade is moving towards the darknet space, which also continuously extends thedrug crime industry chain, making illegal acts wander in the black and gray areas. The black and gray industry ofdrug crimes on the darknet is a three-dimensional interweaving of legal and illegal, and constantly “pushes” forthe crime, which urgently needs to be combated and governed. Therefore, on the basis of the realistic backgroundand literature analysis, this research objective is placed at the level of strategic research for dynamic analysis andexploration, and SWOT analysis is innovatively applied to assess the strengths, weaknesses, opportunities andthreats of the whole-chain governance, and multi-dimensionally put forward strategic choices for the governanceof the black and gray industry of dark-network drug crimes through organic combinations with a view torealizing the principle of “exerting and utilizing the strengths, overcoming the weaknesses and vulnerabilities,and taking advantage of the strengths, and overcoming the weaknesses and vulnerabilities”. Utilizing strengths,overcoming weaknesses and vulnerabilities, exploring and capturing opportunities, and resolving and avoidingthreats", further curbing the growth of the dark-network drug crime black and gray industry, and strengtheningthe scientific governance of the dark-network drug crime black and gray industry.
