由打击治理迈向生态治理 ——以电信网络诈骗犯罪为视角

• 摘要： 现阶段，电信网络诈骗犯罪呈高发态势，诈骗方式层出不穷，传统的打击治理模式难以满足现阶段的犯罪治理需求，因此，应当由打击治理转向生态治理模式，立足《反电信网络诈骗法》的相关规定，坚持打、治、防三位一体，内外部协同治理，注重法治细节，筑牢意识阵地，对反电信网络诈骗的防范措施进行精准宣传。反电信网络诈骗需要政府、企业和个人共同参与，采取综合治理和长效机制建设，打造安全、可信、便捷的网络空间，保护广大用户的网络安全和用户权益。
• At this stage, telecom network fraud crimes are in a high trend, fraud methods are emerging one afteranother, and the traditional anti-corruption governance model is difficult to meet the needs of crime governanceat this stage, therefore, it is necessary to shift from combating governance to ecological governance model, basedon the relevant provisions of the Anti-Telecommunications Network Fraud Law, adhere to the trinity of fightingand prevention, internal and external coordinated governance, pay attention to the details of the rule of law, builda solid ideological position, and accurately publicize the preventive measures against telecommunications networkfraud. Countering telecommunications network fraud requires the joint participation of governments, enterprisesand individuals, adopt comprehensive governance and long-term mechanism construction, create a safe, credibleand convenient cyberspace, and protect the network security and user rights and interests of the majority of users.
