• 摘要： 建立扫黑除恶长效机制是各国政府在打击黑恶势力犯罪中所必须面临的问题。近年来，国内外许多学者的研究成果丰富，许多学者以某一地区所发生的黑恶势力犯罪案例为基础进行归纳总结，获取相关经验，提出许多遏制黑恶势力犯罪形成与发展的思路与方法。但是从宏观的层面如何建立扫黑除恶长效机制这一方面的专项研究较少，与实践中所遇到的问题有一定差距，特别是在长效机制建立的具体方法方面有许多问题值得研究。本文系运用规范研究方法进行的专题研究。全文分三个部分：第一部分是黑恶势力犯罪的内涵与特点；第二部分是现阶段扫黑除恶斗争所面临的问题与原因；第三部分是为扫黑除恶长效机制的建立提出了相关的建议。
• Establishing a long-term mechanism for eradicating gangs is a problem that governments of all countries must face in cracking down on gang-related crimes. In recent years, many scholars at home and abroad have made rich research results. Many scholars based on the actual cases of Mafia related crimes in a certain area to summarize, obtain relevant experience, and put forward the methods to crack down on Mafia related crimes. However, there are few special studies on how to establish a long-term mechanism for eradicating criminals and evils at a macro level. There is a certain gap between the problems encountered in practice, especially from the long-term perspective. There are many issues worthy of study in the specific methods of mechanism establishment. This article is a special topic research using normative research methods. The full text is divided into three parts: the first part is the connotation and characteristics of crimes involving gangs and crimes; the second part is about the problems and causes of the current struggle against gangs and evil; the third part is the establishment of a long-term mechanism for the eradication of gangs Related suggestions.
