Technical evidence review is a part of the legal supervision function of the procuratorial organ, and
it is an inherent requirement of the procuratorial power. Carrying out technical evidence review can prevent
defective evidence from entering the court trial stage, effectively reducing the occurrence of wrong cases, and also be an important basis for follow-up works such as returning for supplementary investigation, re-identification or supplementary identification. In cybercrime cases, the review of electronic data is the focus and difficulty of technical evidence review work. In the current judicial practice, there are problems such as the inability of technical evidence review to form effective guidelines for investigation, weak correlation review, and weak awareness of core evidence among technical evidence reviewers. Therefore, under the premise of clarifying the legal nature of technical evidence review opinions, this paper aims to promote technical evidence review throughout the entire case, form a consensus review focus and review method, and absorb external technical forces to assist procuratorial organs in building a unified and shared technical evidence review talent pool and review platform with a view to improving the current state of electronic data review.
