黑社会性质组织犯罪之政治渗透问题研究

• 摘要： 黑社会性质组织向政治渗透是黑社会性质组织犯罪得以产生、存在和发展的重要原因。 黑社会性质组织犯罪向政治渗透主要有四种表现形式：利用国家工作人员向政治渗透；吸纳官 员进行政治渗透；支持组织成员向政治渗透；黑社会性质组织头目向政治渗透。向政治渗透的 原因主要体现在文化因素、经济因素、法律因素和思想因素这四个方面。对黑社会性质组织犯 罪向政治渗透进行防治，应当坚持从国家机关内部防治和对黑社会性质组织犯罪政治渗透外部 打击两个方面着手，坚持内外并举，才能有效消减黑社会性质组织犯罪的政治渗透。
• The infiltration of organized crime into politics is an important reason for the emergence, existence and development of organized crime. Organized crime of triad nature infiltrates politics in four main forms: using state personnel to infiltrate politics; absorbing officials for political infiltration; supporting the infiltration of organizational members into politics; gang leaders infiltrate politics. The reasons of political infiltration are mainly reflected in four aspects: cultural factor, economic factor, legal factor and ideological factor. To prevent and control the political infiltration of organized crime in the nature of the underworld, we should stick to the internal prevention and control of state organs and the external attack on the political infiltration of organized crime in the nature of the underworld. Only by doing both internal and external measures can we effectively reduce the political infiltration of organized crime in the nature of the underworld.
