The complexity of the drug problem necessitates the leadership, organization and
coordination of drug control efforts through a deliberative and coordinating body such as the
commission on drugs. Over the years, while the drug control commission at all levels has effectively led,
organized and coordinated the drug control work, there have been problems in the working mechanism,
such as the lack of clarity of responsibilities, concentration of power and lack of supervision, the lack
of enthusiasm of member units, and the difficulty in objectively judging the situation of drug abuse.
Therefore, on the premise of keeping the nature of the drug control commission as a deliberative and
coordinating body unchanged, we can consider materializing the drug control office, clarifying the
function positioning of the public security organ in drug control work, and forming a clear list of drug
control responsibilities of member units.
