优化营商环境视角下法治文化作用之探析

• 摘要： 2023年初，全国各地陆续召开高质量发展会议，以经济发展作为主要任务，优化营商环境成了重点工作。营商环境有硬环境和软环境两方面，一方面是以外部资源条件为主的硬环境，另一方面是以文化理念为主的软环境。硬环境在社会主义市场经济体制的发展下不断完善，而软环境即文化、理念的进步缺乏劲头。从历史经验来看，微商、晋商等历史上优秀商帮的成功都离不开法治文化，法治文化作为营商软环境的重要部分，对于改善政府行为规范、促进公平竞争环境、优化营商环境具有重要作用。
• At the beginning of 2023, high-quality development conferences will be held across the country, with economic development as the main task, and optimizing the business environment has become a key task. The business environment has two aspects: hard environment and soft environment, on the one hand, it is a hard environment dominated by external resource conditions, and on the other hand, it is a soft environment dominated by cultural concepts. The hard environment has been continuously improved under the development of the socialist market economic system, while the soft environment, that is, the progress of culture and ideas, lacks momentum. As an important part of the soft business environment, the rule of law culture plays an important role in improving the government's behavioral norms, promoting a fair competition environment, and optimizing the business environment.
