State immunity is linked to national interests. It is fundamental to clarify the
definition of the state. The representatives of the state acting on behalf of its benefit
is the subject of state immunity, for they interact with foreign countries and share
their viewpoints. State immunity consists of absolute state immunity and restrictive
state immunity. Now, restrictive state immunity is getting international acceptance.
Exceptions of state immunity is demonstrated in the infringement acts and the
commercial conducts for the principle of sovereignty equality is not contrary to the
state community. The state is the giver for the immunity but also the receiver.
