• Abstract: 数字信息技术的迅猛发展使得我们轻而易举获得海量的信息，但同时也造成了“数字鸿沟的产生”。我们可以在数字网络中随时随地捕捉自己想要的获取信息，而“数字弱势群体”则无法享受到数字信息技术带来的红利，随着弱势群体的数量增多，保护“数字弱势群体”的权利则变得尤为重要。当下应当明确在数据鸿沟中，数字弱势群体的具体类型及所应当享有的具体权利，同时采取具体措施对“数字弱势群体”进行保护，帮助弱势群体跨越数字鸿沟，让科技造福更多人。
• The rapid development of digital information technology makes it easy for us to obtain massive information, but also caused the “digital divide”. We can capture the information we want anytime and anywhere in the digital network, but the “digital vulnerable group” cannot enjoy the dividends brought by digital information technology. With the increase of the number of vulnerable groups, the protection of the rights of the “digital vulnerable group” has become particularly important. At present, we should clarify the specific types and rights of digital vulnerable groups in the data divide, and take specific measures to protect the “digital vulnerable groups”, help the vulnerable groups to cross the digital divide, and make technology benefit more people.
