• 摘要： 科学完备的法治建设指标体系作为建设中国特色法治体系的“辅助手段”，其不仅仅是“国际法治评估运动”在中国法治语境下的一种能动反映，更在于是其孕育、生长于中国特定经济政治制度、法治文化等社会物质生活资源，内嵌于其国度的法治体系之中，呈现出目标预期确定、价值取向民主、激励约束矫正等特性，其设计与实施的目标在于通过对“法治中国”建设全过程与结果进行测度、评估、预警、矫正等，保证法治建设预期目标的实现，发挥其驱动法律实施机制的创新、助推中国式“善治”水平的提升、孕育中国法学新型学术流派成长、催生中国特色法治评估话语体系的形成等不可替代的价值功能，并且成为服务于“后现代化国家”法治建设“赶超战略”的“增长点”，保障“后 发式国家”法治体系“加快建设”与“高效实施”的一套科学完备的评估工具。
• Scientific comprehensive index system of the rule of law construction as the construction of the rule of law system with Chinese characteristics “AIDS”, it is not only a “international assessment of the rule of law movement” in the context of the rule of law, a move, more so in the breeding, growth in specific economic and political system, the rule of law, culture and other social material life resources, embedded in the rule of law system of the country, Its design and implementation aim is to ensure the realization of the expected goal of the rule of law construction by measuring, evaluating, warning and correcting the whole process and results of the construction of “Rule of law in China”. Play its driving law enforcement mechanism innovation, boost the promotion of “good governance”, gave birth to Chinese academic schools of jurisprudence of China: the new growth and accelerating the formation of discourse system of rule of law with Chinese characteristics and irreplaceable value function, and be in the service of “modern country after the” rule of law “surpassing strategy” of “growth spot”, A set of scientific and complete assessment tools to ensure “accelerating construction” and “efficient implementation” of the “post-development national” rule of law system.
