Since the Wenchuan earthquake in 2008, China has gradually established
a system in which multiple actors, including the government, the market and
society, have participated in the coordinated management of natural disasters
to varying degrees, and the system has been provided with legal, technical and
political guarantees. At the same time, however, China’s coordinated natural disaster
governance also has some problems, such as weak market and social forces, imperfect
legal system and defective governance system. The study summarizes the existing
problems of multiple actors collaborative governance of natural disasters in China,
and points out that multiple actors should improve themselves, build an organic
collaboration network, improve the legal system, strengthen resource support and
establish an information exchange and cooperation mechanism between different
actors to promote multiple actors cooperation.
